Obviously, it's a large shared dream. Both sleeping Dreamers and non-Dreamers have been indiscriminately brought to the same place en masse, without any sign of any dangerous disruptions. Essentially, everyone is in the same circumstance, due to the lack of Torments - no one seems to be in a bad enough mental state to change that, or else the general positivity is outweighing anyone who otherwise might be.
